Research on allocation of human resources of grass roots health in Shandong Province after the new medical system reform
Abstract：Objective:To analyze the allocation of human resources of grass-roots health in Shandong province after new medical system reform,and to discuss the existing problems and solutions.Method:The description analysis and comparative study were applied to the allocation of human resources in grass-roots health institutions in Shandong province from 2009 to 2015.Result:Although basic health human resources in Shandong province had been increasing since the new medical system reform,the growth rate was slow and the proportion of health workers in the whole province decreased significantly,and there was still a problem of insufficient total amount of human resources,low technical level and irrational structure.Conclusions:The situation of grass-roots health human resources in Shandong was not optimistic.We needed further measures such as increasing financial investment,improving incentive mechanism,increasing personnel training and introduction,and improving the allocation of human resources at the grass-roots level.
