Abstract：In this paper, we have made an in-depth study of the Link of Urban Construction Land Increase and Rural Residential Land Decrease in the business, based on the development of the business regulatory indicators system and database standards, research and design a comprehensive regulatory model.Using the service oriented (SOA) architecture, application of GIS, ETL, mobile security and other technologies, research and develop the project management information system and mobile application platform, to achieve a change in the internal and external integration of the project management and coordination, effectively improve the level of business management.
