An Analysis of the Demand for Research and Development Management System in Comprehensive Research Institutes--Taking a Comprehensive TCM Research Institute as an Example

Abstract：Information based management of research and development in R&D institutes is gaining increasing attention for its importance in improving management quality. This paper took an example from a comprehensive TCM research institute and analyzed its R&D management from aspects of structure of composition, research projects and management of the implementation of research projects, based on which it was concluded that the features of comprehensive R&D institutes are represented by“composed by multiple independent legal units, involving multiply disciplines and covering the vast majority of research types”. Taking the current status of R&D management into consideration, the authors further proposed the aim in designing the management system for comprehensive R&D institutes, which was to realize R&D management in all directions during whole process by providing R&D information of the whole institute comprehensively, accurately, and completely at real time. Demand analysis on 8 different privileged users and 7 function modules was provided and non-functional demands for easy operation and individualization were proposed. This paper offers theoretical and practical reference to building informationized management system for comprehensive R&D institutes.
