Design and Application of Meteorological Index Insurance Products for Aquaculture

Abstract:Based on the meteorological data of Zhongshan City,Guangdong Province,as well as the data on scale of aquaculture species and disaster losses,this study involved selecting key disaster-causing factors such as wind damage,heavy rainfall,and low temperatures;determining insurance trigger thresholds and premium rates of insurance compensation;and designing a tiered insurance compensation structure.These elements were used to develop aquaculture meteorological index insurance products and compile a customized agricultural meteorological index insurance scheme for Zhongshan,which was subsequently put into practice.The results show that:(1)By determining aquaculture insurance premium rates,selecting representative weather stations for insurance payouts,and designing the insurance payout structure in tiers at the town level,the developed insurance products can provide payouts tailored to specific towns.This reflects the varying disaster exposure of different towns in Zhongshan and effectively mitigates the risk of the spatial basis difference in agricultural insurance.(2)The"one town,one strategy"Zhongshan specialty agricultural insurance scheme covers the main meteorological disasters across the whole production chain of aquaculture,replacing single-peril aquaculture insurance products and significantly enhancing the satisfaction of farmers,insurance companies,and the government;(3)The successful implementation of meteorological index insurance products is strongly supported by robust policies and institutional frameworks.This practice has led to the formation of a replicable and transferable model of"Agriculture+Meteorology+Insurance"collaborative model,which can serve as a valuable reference for the implementation of aquaculture meteorological index insurance with similar characteristics.
