Efficiency Evaluation and Influencing Factors of Digital Village Construction in the Yangtze River Delta

Abstract:With the widespread application of digital technologies in rural areas,digital village construction has become a key pathway for promoting urban-rural integration and rural revitalization.A scientific assessment of its efficiency helps improve rural infrastructure and public services,thereby providing policy insights for advancing digital rural development and coordinated regional growth.This study focused on Jiangsu,Zhejiang,and Anhui provinces in the Yangtze River Delta.It employed a DEA-BCC model to evaluate the efficiency of digital village construction from 2017 to 2023.The Malmquist index was used to analyze dynamic efficiency trends,and the Theil index was applied to examine inter-provincial disparities.Furthermore,an OLS regression model was constructed to empirically test the impacts of fixed-asset investment in rural transport,storage,and postal infrastructure;rural per capita disposable income;and the mobile payment index on efficiency levels.The results revealed that overall efficiency in the region was relatively high,yet significant inter-provincial differences existed.Efficiency changes were primarily driven by technological progress,while scope for improvement in management efficiency remained.Regional disparities showed a fluctuating upward trend,characterized by structural divergence.All three influencing factors had significant positive effects on efficiency.The findings provide a theoretical basis and practical guidance for optimizing regional digital village construction policies.
