New Rural Talents Promoting Common Prosperity for Farmers and Rural Areas:Mechanism,Problems and Pathways

Abstract:Common prosperity for farmers and rural areas is an essential feature of Chinese-style modernization and an inevitable path to building a strong nation."New Rural Talents",who possess professional knowledge and skills or resource advantages,are virtuous and talented individuals eager to contribute to their hometowns.They are a vital force in promoting common prosperity for farmers and rural areas.The mechanism by which new rural talents contribute to common prosperity for farmers and rural areas lies in their ability to enhance effective rural governance,laying a solid political foundation for common prosperity;drive rural talent revitalization,providing a strong subject foundation for common prosperity;promote rural industrial revitalization,strengthening the human resources base for common prosperity;and leading rural civilization construction,laying a solid spiritual foundation for common prosperity.However,new rural talents also face many challenges in promoting common prosperity for farmers and rural areas,primarily due to the lag in policy supply,an incomplete institutional support system,the lack of platforms and channels for multi-party participation,and the weakening of cultural identity,and the unsecured bond of interaction and mutual trust.This article proposes the following suggestions:it is necessary to adapt to local conditions,improve the institutional system,and strengthen policy guarantees;innovate participation platforms and improve interaction mechanisms;deepen cultural roots and rebuild trust networks.Only by establishing a three-dimensional policy coordination system of'institution-platform-culture,'the multiplier effect of new rural talents in promoting common prosperity among farmers and in rural areas can be continuously expanded.
