Construction Experience and Inspiration of Guangdong's"Hundred Counties,Thousand Towns,and Ten Thousand Villages High-Quality Development Project"

Abstract：The project of high-quality rural development serves as a critical measure to address the imbalanced and insufficient urban-rural development,holding significant strategic importance for promoting agricultural and rural modernization.Under the guidance of"Hundred Counties,Thousand Towns,and Ten Thousand Villages Project"strategy in Guangdong Province,this study takes Shaxinlang Village in Guangning County as a typical case,and comprehensively uses in-depth interviews,field investigations and other methods to systematically deconstruct the pathways for achieving high-quality rural revitalization development.The study reveals that the village has significantly enhanced its grassroots governance efficiency by integrating self-governance,rule of law,and moral governance.By leveraging local resource endowments,the village has promoted the transformation and and upgrading of its characteristic industries,such as turtle farming and camellia oleifera cultivation toward large-scale,intensive,standardized,and high-end models,innovating mechanisms for multi-industry integration and cross-regional collaboration.Through implementing distinctive systems such as the Village Self-Governance foundation and the return of married-out daughters,the village has improved the public service supply system and activated endogenous development momentum.The village also thoroughly advances human settlement environment improvement project,optimized infrastructure networks,and established an ecologically livable and sustainable development framework.The innovative practices demonstrate that high-quality rural development requires upholding the principal position of the masses,improving co-construction,co-governance,and shared benefits mechanisms;based on local resource endowments,to build a coordinated development model of urban and rural economy;implementing the concept of ecological civilization to create a green and sustainable development space;innovating grassroots governance models to improve the modern rural governance system.This study can provide theoretical support and practical references for deepening the"Hundred Counties,Thousand Towns,and Ten Thousand Villages High-Quality Development Project"and contributes replicable pathways for other regions to address rural revitalization challenges.
