Research on the Fiscal Efficiency of Counties Based on the DEA Model:A Case Study of Guangdong Province

Abstract:Financial support is an important means to promote the development of county-level economies.This article conducts a comparative analysis of the scale and growth rates of fiscal revenue and expenditure at the county level in Guangdong,Guangxi,Hunan,and Jiangxi provinces.Additionally,it uses the DEA(Data Envelopment Analysis)model to calculate the fiscal efficiency of 57 counties in Guangdong Province.The results show that the fiscal efficiency of most counties is not high,and there is no characteristic indicating that the higher the economic level of a region,the higher its fiscal efficiency.The returns to scale of fiscal efficiency for the vast majority of counties that are not DEA efficient are decreasing,meaning that financial funds have not been fully utilized.Moreover,the efficiency of fiscal expenditure in most counties is relatively low in aspects such as infrastructure,education and culture,and scientific and technological innovation.Based on these findings,relevant suggestions are put forward to improve the fiscal efficiency of counties,promote regional coordination,and achieve high-quality development of county-level economies.
