Abstract：Since the reform and opening up, the central collective leadership have explored the cognition and practice of the"three rural issues", formed the basic thoughts come down in one continuous line of the solution to"three rural issues":The liberation and development of rural productivity, the transfer of surplus rural labor and reduce the number of farmers, the deployment of the socialist new countryside construction, promote the"four modernizations synchronization"and achieve the integration of urban and rural development. The effective basic idea show:Only by adhering to seek truth from facts, people-oriented and overall consideration, in order to properly solve the"three rural issues".
