The restriction and magniifcation of agricultural land policies to farmers’ property

Abstract：The agricultural land policies underline the mind and attitude of state and government on agricultural land. The present policy mostly aims to keep the rural society in order and improve agricultural production, which adapts to the development of rural society and economy for a long time in history. However, this type of policy,characterized by strictly limiting the transfer and transformation of rural land. Policies under strict administrative control could not keep up with the socialized production and the demand for Economics of Scale. The policy of agricultural land overseas has undergone a course from strict limitation to relative relaxation and from administrative control to market readjustment. According to the analysis of the policy of the agricultural land of China and reference from foreign experiences, we can conclude that the policies of agricultural land is not frozen rules, whereas we may apply to the policies flexibly and adjust the policies reasonably, which will contribute to the accumulation of famers’ property and satisfy their claims of land use.
