Construction of Urban Renewal Planning and Operation System from the Perspective of Supply and Demand Matching

Abstract:The expected outcomes of urban renewal projects have diverged significantly from practical results in the new era because the initial planning supply failed to predict and analyze diverse demands effectively.Based on an analysis of the needs of multiple stakeholders and their causes,this study established an urban regeneration programming and operation system that realizes the dynamic balance of stock spaces and elements between the supply and demand ends from the perspective of supply-demand matching.This system realizes the sustainable succession of stock space while ensuring the continuous preservation and appreciation of the comprehensive benefits of space.First,the study clarifies that the driving force of urban renewal planning is the rational expression of multiple stakeholders'demands for the continuous safeguarding and appreciation of comprehensive spatial benefits.It further establishes the expectations of urban renewal planning that can be shared by multiple stakeholders,focusing on content,quality,standards,and other aspects of element supply.Consequently,the study proposes the connotation and concept of urban renewal planning.Later,the series of existing space succession is used to propose the research domain of full-process urban renewal planning around the dynamic balancing process of supply and demand.Second,the economic explanation of urban renewal planning is posited by combining the"price"and"quantity"of goods in the urban renewal actions.The 16 supply-demand balance reconstruction modes are divided into three types:supply-demand structural resetting,supply-demand scale adjustment,and collaborative governance.Then,it constructs an urban renewal planning and operation system that covers the whole process of continuous succession of existing spaces by combining the chronological evolution of the supply-demand curve,supply-demand curve dislocation,and rebalancing process of the supply-demand curve.Finally,this study proposes the basic process for the dynamic reconstruction of supply-demand balance in urban renewal actions during the new era based on the urban renewal planning and operation system.It realizes the supply-demand matching mode through the supply-demand scale adjustment under three levels of changing land use properties,building functions,and business contents.It controls planning supply contents and the supply-demand matching mode under collaborative governance,considering both scale adjustment and structural resetting characteristics.The urban renewal planning and operation system achieves continuous preservation and appreciation of comprehensive benefits of stock space through organization,transformation,and innovation of existing elements by focusing on improving space quality and enhancing urban vitality.The strategic path of urban renewal planning in the new era involves reconstructing the dynamic balance between the supply and demand ends.This process considers both planning intervention strategies targeting spatial quality improvement and the momentum transformation and upgrading paths targeting enhancing urban vitality.These dual attributes jointly achieve the continuous preservation and appreciation of the comprehensive benefits of stock space that multiple stakeholders can share.The urban renewal planning and operation system extends attention to the sustainable succession of multidimensional stock space based on space quality and urban vitality.Given the complex demands of multiple stakeholders,urban renewal planning during reconstruction of the supply-demand balance should realize continuous preservation and appreciation of the comprehensive benefits of space.Moreover,development outcomes can be shared by multiple stakeholders.
