Effective,Usable,and Available:The Dynamic Mechanism and Logical Framework of Village Planning under the Model of Good Governance:A Case Study Based on Practical Village Planning in Jiangsu

Abstract：Village planning,which has shifted attention from physical spatial environment improvement to spatial control and governance,increasingly highlights the spatial policy attributes of rural governance.From the perspective of connoting good rural governance,it is noted that the spatial governance thinking of practical village planning under the effect of multiple subjects in the village is both a spatial action based on the village and a spatial response to village governance thinking.Building a"good governance system"in the village is an important starting point.It clarifies the triple dynamic mechanisms for village planning shifts to"practicability"under the governance orientation in the new era.These include the urban-rural development transition mechanism under the influences of ecological civilization philosophy and new urbanization,the acceleration mechanism for implementing strategic plans like territorial spatial planning and comprehensive rural revitalization,and the balance mechanism of factor resource redistribution between urban and rural areas and within rural areas.Rural society is also transitioning from a relatively stable society of acquaintances or semi-acquaintances to a society of strangers linked by business relationships.The rural society in the new era,which gathers several interest subjects,has to cooperate with diversified subjects to play the role of autonomy,the rule of virtue,and the rule of law to realize"good governance".Village planning practices in Jiangsu Province highlight that practical village planning is a spatial policy of"three-life"spatial coordination and multi-subject governance that targets improving the overall spatial value of the countryside.It focuses on top-down policy implementation and rigid control and bottom-up public demands,multiple participation,and the coordination and guidance of endogenous authority.Based on the logic of"good governance"in the countryside and from the perspective of"effective,usable and available",the village planning in Jiangsu Province builds a framework that conforms to the regional characteristics of the countryside and the law of rural development.It involves the characteristics of rural fields through rural spatial control and resource allocation after integrating the interests of several subjects,including the planning management department,the village party branch,the village committee,rural elites,and villagers.The deep logic in the rule of law,morality,and autonomy of practical village planning based on the relationship between different subjects is explained with the positioning and characteristics of multiple subjects while compiling and implementing village planning and their game and interaction in a specific spatial and temporal context.In other words,the subjects'planning management highlights the rule of law through effectiveness by implementing the rigid transmission of superior planning,space resource control,and flexible pre-control.Rural elites perfect public services and guide industrial development in rural areas with the assistance of capital,technology,interpersonal relationships,and other resources.The rule by virtue is related to usability.On the premise of understanding the plan,villagers are encouraged to take the initiative to promote implementing plans,and the logic of autonomy is highlighted by availability.On this basis,the institutional logic of national governance and modern construction is reflected by the logic of"good governance"in rural space.
