Abstract：Text interpretation is an important part of discourse analysis on public policies"The CPC Central Committee and State Council on further construction of urban planning and construction management views"promulgated on China's Central City Work Conference is read in this paper, to show how the government construct "top-down" discourse system of urban construction. Using discourse analysis in the social argumentation about "whether promoting blocks" finds the interests of the main urban stakeholders. this paper illustrates the challenges of public engagement in urban planning policy making process confronting "Chinese transformation" and postmodernism. On the other hand, modernist urban planning in practicing process should turns attention to postmodernism with multiple competition and free dispersed reality.
