Planning and Programming Practice based on Regional Development: Development Strategy and Urban Design of the Surrounding Area of Zhangjiakou Olympic Sports Center

Abstract：Municipal government of Zhangjiakou initiated the building of an Olympic center and urban design of its surrounding area in order to cooperate the Olympic Winter Games, and the corresponding constructions. But the client has neither detailed proposal nor preinvestigation. We start from the preliminary study of the project which combines not only the conventional analysis (environment, transport,master planning, industrial distribution), but also cover the influence that the Olympic Winter Games brings to the city, the responsibilities that the project would undertake in the urban areas, the planning research of urban development trend of the host city of the Winter Olympic Games. Based on the analysis above, we proposed the regional positioning of "the city of Olympic Winter Games, the city of sports, the city of health". Under the guidance of "optimizing urban function, enhancing urban value, and the enhancing sports function ", we redefine the new urban core in context of the Winter Olympic Games to provide a set of new interventions like central park of sports with rational form, scale and method. We also make this region a centre of urban public life and an engine that promotes urban vitality through the all-season sports park design with various activities.
