Abstract：Supported by achievement and experience of prophase plan of the canal culture and tourism project in Tianjin Huaqiao City, our design team explored this project from four aspects: thinking of market dynamism, project programming in terms of the conception, procedure and interim achievements.We examined and expounded the aggregation of culture of the new ancient town, taking the cultural planning of Yangliuqing Town for instance. Moreover, expounding the form of cultural cluster, the context of culture and the system of industry was the early stage of cultural and commercial planning, which provides reference for the further working.
