Abstract：China's reform is the improvement of government's economic development. From the planned economy to the transition from a planned economy to a market economy, the goal of detailed planning is changed from "implementation project" to "attracting investment", and the planning logic is transformed from "project-land" to "land-investment"; And planning reform will be divided into detailed planning to "construction project" as the core content of the construction of detailed planning and "construction land" as the core content of the control of detailed planning. In the process of the transition of the market economy, the control detailed planning has become the management tool of urban development. The division of the detailed planning marks the government's role from the development of the main body to the development and control of the dual functions, governance model from the coordination of expansion to The change of legal management, control object and management tool, which takes into account social justice, promotes the reconstruction of government relations.
