A Discussion of Overlay Zoning Applied in the RDP for the Purpose of Improving Ecological Environment

Abstract： As one of the creative zoning techniques created in the 1960's, overlay zoning has been widely applied in zoning ordinances of local governments in the United States and New Zealand, and made remarkable achievements in environmental protection. Based on the comparison between conventional zoning and overlay zoning, it pointed out that the latter one has more applicability and advantages in improving the environmental protection in the RDP-regulatory detailed planning. Some technical characteristics and implemental essentials of environmental overlay zoning were then analyzed in detailed. It was to provide references for clarifying the environmental protection function and improving the environmental protection system in the RDP.
