Abstract：To ensure the disaster prevention safety of rural vil ages and towns in the process of urban-rural integration, this paper talked about disaster characteristics of rural vil ages and towns from disaster system theory and risk management standpoint. The basic countermeasures of disaster prevention and mitigation in rural vil ages and towns were discussed. The construction idea for disaster prevention and mitigation system of rural villages and towns was proposed.
