Abstract：China is in a period of transition from an agricultural country to an new industrialization and urbanization country. Chinese urbanization is entering a rapid development period. The healthy urbanization"and the new rural development had become important strategic measures to deal with the transformation of China's economic and social development. According to some planning problems at the rural and town level, such as the sidelined regional planning with the spatial control, the lack of effective implementation of national policies of the rural and small town development, inadequate rural infrastructure planning to support the modernization of agriculture and rural development, and the rural planning system was divorced from reality, this paper researched on the foreign cases and the system design and its technical basis, and proposed a framework of the new rural and town planning.
