Abstract:As the trend of the urbanization process in China, Urban Rural Integration is widely recognized as a basic principle of urban rural planning, especial y for the vil age planning, which is now considered to be making little effort on the regulation of rural development for a number of institutional and technical reasons. Thus, this paper is advocating that the vil age planning making is in need of a shift on the motivation from“order-oriented”to “need-oriented” and the guidance from “unconscious destruction” to “planned development”, and a route to illustrate the basic requirement and standard for different levels of village planning. Therefore this paper suggested a “Three-Level Advancement” of village planning, which is composed of Legalization, Individualization and Autonomy, to promote the vil age planning in a more organized way.
