Abstract：This paper introduces planning ideas and innovations of the EvaluationStandardsfortheConservation ValueofHistoricTownsandVilages, which is the result of “Project in the National Science&Technology Pil ar Program during the Eleventh Five-year Plan Period”, including:it is compatible with al the historic towns and villages with different heritage status and value characteristics, in different periods and regions; through lots of tests; it maintains compatibility and coherence with EvaluationIndexSystemfortheFamous HistoricandCulturalTownsandVillages; it is qualified to be applied nationwide. The paper states that EvaluationStandardsfor theConservationValueofHistoricTowns andVilages wil fil the gap in the evaluation standards of historic towns and villages, especially those who are not “Famous Historic and Cultural Towns and Villages”. In the future, it will be widely used in the evaluation for the conservation value of historic towns and villages as an industry standard, help the local declaration and selection of famous historic and cultural towns and villages, promote the protection and reuse of all kinds of historic towns and vil ages.
