International Lesson-Learning to Improve the Regulatory Plan’s Mechanism

Abstract： Regulatory Plan has been practiced in China for more than 20 years. Based on the previous experience, the contents and the working process of Regulatory Plan have been improved constantly. But in the current practice, the weakness of this system has been more and more obvious. From the angles of target setting, system design and plan contents, this paper tries to explain how the American zoning system and Hong Kong, s Statutory Plan system work. Based on their experience, this paper initiates three groups of improvement suggestions to the current Regulatory Plan, s mechanism. These include:to clarify the value and target of the plan, to improve the plan-making and amendment process, to improve the planning application process, to strengthen the monitoring system, to improve the planning appeal and public participation process, to inject more flexibility, and to inject more urban design consideration in the system.
