Research on the practical path of safety production management in coal enterprises:Based on the case of China Coal Huali Company

Abstract：Safe production is the core lifeline for the survival and development of coal enterprises.Its management system is essentially a complex system engineering involving multi-objective dynamic game.This paper takes 7 mines of Huali Company(covering open-pit and underground types,facing typical full-spectrum risks such as gas,water disasters,and roof collapses)as the research object,which systematically constructs and refines an efficient collaborative closed-loop management mechanism centered on "safety,prevention,treatment,technology,foundation,responsibility,strictness,and practicality".Through in-depth analysis of the practical paths of this mechanism in dimensions such as cultural infiltration,risk pre-control,targeted disaster governance,intelligent empowerment,grassroots strengthening,responsibility closure,regulatory rigidity,and execution implementation,it explains the internal logic of coal enterprises'coordinated advancement of high-level safety and high-quality development,and formulates a reusable universal paradigm for safety management in the industry.
