Research on emergency management configuration of coal resource based cities under TOE framework:Analysis based on NCA and fsQCA

Abstract:Emergency management in coal resource-based cities is an important means of responding to sudden risks.Based on the TOE framework,40 coal resource-based cities across the country were selected as research objects.Using NCA and fsQCA methods,six conditional variables were selected from the dimensions of technology,organization,and environment,including digital infrastructure,data openness level,organizational resources,management system,number of crisis events,and economic development level.The linkage effect and configuration path selection of these variables on emergency management of coal resource-based cities were explored.Research has found that high-level emergency management in coal resource-based cities is the result of the synergistic effect of multiple factors,with a total of 7 configurations.According to the configuration characteristics,it can be summarized into four improvement paths:technical organization joint type,organizational environment joint type,collaborative force type,and organizational empowerment type.Research can help clarify the key factors and limiting conditions of emergency management in coal resource-based cities,and provide empirical evidence for implementing strategies tailored to local conditions to improve the level of urban emergency management.
