Accident-hidden risks-hazards:Improvement design of coal mine risk pre-control management path

Abstract:To efficiently implement the construction of a dual prevention system for risks and hazards,this study addresses the issues of systematically enhancing coal mine risk pre-control management pathways.It explores the relationships among hazardous sources,risks,and hazards in the context of safety production and proposes an accident causation mechanism model based on hazardous sources and hazards.The study identifies practical entry points for risk pre-control and constructs an enhanced design framework for coal mine safety risk pre-control management pathways,encompassing"accident treatment","hazard management"and"hazardous source pre-control".The research findings reveal that the accident causation mechanism based on hazardous sources and hazards elucidates the causal chain from hazardous sources to hazards to accidents.Focusing on key nodes in the causal chain,the study proposes a multi-tiered and multidimensional safety governance framework,including macro-level policies at the governmental level,meso-level strategies for the coal mining industry,and micro-level strategies for coal mining enterprises.This comprehensive framework provides theoretical guidance for advancing dual prevention efforts in coal mine safety management.
