Opportunities and challenges for coal enterprises under the revision of the Mineral Resources Law

Abstract：The newly revised Mineral Resources Law officially came into effect on July 1,2025.This comprehensive revision has expanded the number of articles from 53 to 80,primarily addressing eight key areas,including national mineral resource security,mineral resource planning and management.As a landmark reform in China's mineral resource governance framework,it has significantly influenced the operational and developmental strategies of coal enterprises.The revision of the Mineral Resources Law presents opportunities for coal enterprises,such as reduced investment risks and optimized land use costs.This article provides analysis of the details of the latest revision,exploring how coal enterprises can optimize resource allocation and strengthen compliance management-particularly in enhancing mineral resource planning and flexibly adjusting land-use strategies-to adapt to the new legal requirements and leverage policy advantages,ultimately achieving sustainable development in the coal industry.
