Research on assessment of adaptability of coal chemical industry to dual-control transition policies

Abstract:Developing green and low-carbon industries and establishing a new mechanism for transforming energy consumption dual control to carbon emission dual control is a practical need for the development of the coal chemical industry.In-depth exploration of its policy adaptability and analysis of the dynamic matching and adjustment mechanism between policies and the environment are of key guiding significance for improving policy governance efficiency,ensuring the scientific implementation of"double carbon"goals,and promoting the high-quality transformation of the coal chemical industry.Focusing on the policy adaptability issues of the coal chemical industry under the background of carbon emission dual control policy implementation,this study conducts visual analysis on policy texts through the PMC index analysis framework to accurately evaluate the adaptability of policy tool combinations.Based on the"double carbon"goals,an evaluation system including 9 first-level variables and 36 second-level variables is constructed from a multi-dimensional policy perspective.Nine policy texts are selected for text mining and PMC index calculation through multi-input-output matrix,followed by visual analysis.The results show that the analysis results of the nine sample policies are at an acceptable level but exhibit heterogeneity.These policies have deficiencies in aspects such as medium-to-long-term planning coordination and fund support.The study proposes improvement strategies including enhancing predictability,balancing macro and micro perspectives,optimizing policy timeliness design,and enriching incentive measures.
