Abstract:This paper puts forward the shadow price of emergency resources and its decision-making standard, points out that the shadow price of emergency resources is the evaluation of the contribution to the use of a certain emergency resource of a unit under the condition of optimal utilization of emergency resources, and puts forward that the optimal input amount of a single emergency variable input factor should not be used for comparative decision-making between the shadow price of emergency resources and the market price of emergency resources,The shadow price of emergency resources and the marginal expenditure of emergency resources should be used for comparative decision-making,that is,only when the shadow price of emergency input factors is equal to the marginal expenditure of emergency resources, the total loss of accidents reaches the maximum. The case analysis method is used to demonstrate that there is a certain deviation between the decision-making and reality compared with the shadow price of emergency resources and its market price. The comparative decision-making by using the shadow price of emergency resources and the marginal expenditure of emergency resources is more practical and scientific, which lays a quantitative analysis foundation for the development of emergency economics and the rational allocation of emergency resources.
