Reflection and improvement of coal legislation from the perspective of new productivity development

Abstract:New quality productive forces,as the core drivers of high-quality energy development in the new era,impose novel requirements on coal legislation,including strengthened green and low-carbon transformation,optimization and upgrading of industrial structures,and digital-intelligent advancement of industrial systems.However,existing coal legislation demonstrates notable shortcomings such as outdated legislative objectives and basic principles,insufficient greening and digitalization of legal frameworks,and persistent fragmentation in legislative structure.These inadequacies significantly fail to meet the contemporary demands set by emerging productive capacities.Currently,it is imperative to systematically revise the Coal Law,enhancing legal institutions concerning the efficient and clean utilization of coal,elimination of obsolete production capacities,intelligent coal mining,and incentivization of digital-intelligent technological innovation.Furthermore,coherence must be ensured between coal legislation and related policies,as well as with the Energy Law and other specific energy laws.Harmonization between new and existing coal legislation must also be prioritized to create a robust legal foundation for the effective development and application of new quality productive forces within the coal sector.This legislative reform will significantly propel the coal industry towards a stage of high-quality development.
