Abstract:Under the constraints of the "dual carbon" goal, promoting regional green development is an inevitable choice to achieve sustainable and green economic development. The western region has unique natural ecology and regional characteristics, and green development is an important way to achieve regional economic and ecological coordination, and green technology innovation and environmental regulation are regarded as the key factors to promote green development.Based on the panel data of 11 provinces in the western region from 2008 to 2022,this paper uses the super-efficient SBM model to measure the level of regional green development, and uses the two-way fixed-effect model to test the impact of green technology innovation on regional green development, and discusses the moderating effect of environmental regulation in this process. The results show that:① green technology innovation can significantly promote regional green development, which is still valid after a series of robustness tests;② From the perspective of the moderating effect of environmental regulation on the relationship between green technology innovation and regional green development, the regulatory effect of environmental regulation in Northwest China is not very significant, but the effect is very significant in Southwest China.③ According to the results of heterogeneity analysis, the promotion effect of green technology innovation on regional green development is still significant, and this driving effect shows a gradual weakening trend from southwest to northwest China.
