Evaluation of the effectiveness of green transition and optimization of composite pathways in resource-based region:a case study of Shanxi Province

Abstract:Effectively promoting green transition in resource-based regions is one of the key measures to ensure the achievement of carbon peaking and carbon neutrality goals in the country.This paper takes Shanxi Province as research case,using panel data from 2013 to 2022,using the share of environmental pollution index,renewable energy generation,industrial structure,and employment structure as the core indicators to measure the effectiveness of the transition.Through a system dynamics approach,four subsystems-environmental,energy,economic and social are established to analyze the impact of policies on regional transformation.These policies include environmental regulation intensity,renewable energy capacity planning,industrial support,and finance index under different levels of policy support.The results indicate that while single high-intensity policy support can significantly advance the regional transition process,the coordinated implementation of multiple policies yields more significant and balanced development outcomes.The priority order of policy measures in this study,from primary to secondary,includes environmental pollution control,energy structure optimization,industrial structure optimization,financial tool innovation,and talent environment enhancement.These are the key considerations for policymakers in driving an effective future transitions.
