Construction and measurement of evaluation system of new energy system in resource-based regions:taking Karamay City as an example

Abstract:Against the backdrop of China's dual carbon goals and energy structure transition,building a new energy system in resource-based cities holds significant importance.As a typical resource-based city,Karamay has long relied on fossil fuels such as oil and natural gas,resulting in a highly concentrated energy structure and mounting transformation pressure.Based on the four core dimensions of Cleanliness,Low-carbon,Security,and Efficiency,an evaluation index system comprising 20 secondary indicators is constructed.The entropy weight-TOPSIS method is employed to assign objective weights and conduct a comprehensive performance assessment of Karamay's energy system from 2017 to 2022.The results indicate that although the overall score of Karamay's new energy system shows an upward trend during this period,performance across the four dimensions remains unbalanced.Clean energy consumption grows slowly,with insufficient linkage between production and end-use;the efficiency dimension is significantly affected by fluctuations in energy elasticity,reflecting a weak coupling between energy consumption and economic growth;low-carbon development is constrained by an oil-dominated industrial structure,leading to persistently high per capita CO2 emissions;and the security dimension exhibits structural vulnerability and supply-demand instability.In response,four targeted strategic paths are proposed:enhancing energy security,optimizing institutional mechanisms,transforming the energy consumption structure,and developing a new power system.These measures aim to build a green,low-carbon,safe,and efficient energy system,promote sustainable development,and provide both theoretical and empirical support for energy system transformation in resource-based regions.
