Abstract:Energy is an important material foundation for contemporary social development and a key factor in maintaining industrial operation, promoting technological innovation and social transformation. As one of the strategic energy bases in China,Heilongjiang Province is an important production base for oil and coal.At the same time, the province is rich in new energy resources, which can provide a solid material foundation for the transformation of China's energy structure. This article focuses on the energy security issues in Heilongjiang Province and establishes an evaluation index system to assess the province's energy security from a temporal perspective. It comprehensively analyzes the impact of five core elements, including energy production, energy economy, energy consumption, energy environment, and energy transportation,on the energy security situation in Heilongjiang Province. The entropy weight TOPSIS model is used to scientifically evaluate the level of energy security in Heilongjiang Province from 2013 to 2022.Based on this, the challenges faced by energy security in Heilongjiang Province in the new era are elaborated, and corresponding countermeasures and suggestions are proposed for reference. The results indicate that from 2014 to 2019,energy security in Heilongjiang Province showed a downward trend due to issues such as an unreasonable energy structure; In 2020,under policy intervention, energy security in Heilongjiang Province experienced rapid development; From 2021 to 2022,Heilongjiang Province actively promoted the green and low-carbon transformation of energy, and energy security has been greatly improved.
