Research on the synergistic promotion of ecological protection and high-quality development in Jiangsu Province

Abstract:Based on panel data from 13 prefecture-level cities in Jiangsu Province from 2000 to 2021,this study applies an improved TOPSIS method and a coupling coordination degree model to systematically examine the synergy between ecological protection and high-quality development.It offers new perspectives for resolving the ecological-development dichotomy in economically developed regions.The findings indicate that the overall coupling coordination degree in Jiangsu is improving,though it exhibits periodic fluctuations and significant regional disparities in growth rates.The spatial distribution is uneven,forming a pattern of"southern Jiangsu leading,central Jiangsu transitioning,and northern Jiangsu catching up."The top five obstacle factors influencing the synergy are the number of green patent applications,per capita water resources,carbon emissions,industrial structure rationalization,and air quality index-all of which require focused attention.In response,the study proposes a practical pathway for the synergistic advancement of ecological protection and high-quality development,grounded in a tiered collaborative governance framework encompassing provincial-level coordination,municipal-level implementation,and enterprise-level execution,with the aim of offering a replicable model for other regions nationwide.
