Abstract:Ecological governance of coal cities is a complex and systematic project that requires active participation from all sectors of society, forming a governance pattern led by the, supported by enterprises, and participated in by the public.Citizens enjoying environmental rights should also fulfill environmental obligations.Taking the intention and behavior of the public to participate in ecological governance as the research object, this paper constructs an ecological participation model based on AHP and MOA theories.Combining with the results of network questionnaire survey, this paper explores the actual performance and influencing factors of the public in ecological governance participation, aiming at finding out the dilemma of individual participation and putting forward breakthrough suggestions. The results showed thatparticipation intention, values, policy guidance, behavioral ability and self-efficacy had positive effects on behavioral performance, knowledge level had partial positive effects, but interest preference and situational environment had no significant effects. Therefore,in order to change the state of"weak participation"of the public,it is necessary to establish a systematic education model, adjust the information transmission channel, promote the incentive mechanism, change the governance concept and other perspectives,so as to make public participation become another important means of ecological protection.
