The impact of digital infrastructure construction on urban green innovation:Empirical evidence from the"Broadband China"strategy
ZHANG Songzhen
Abstract:Green innovation is a strong support for high-quality economic development.Based on the panel data of 279 cities from 2007 to 2021,this paper constructs DID model and SDM-DID model to test the impact of"Broadband China"strategy on urban green innovation. The results show that the"Broadband China"strategy can effectively promote urban green innovation, and the conclusion is still valid after passing a series of robustness tests. After examining the differentiation characteristics of cities, the improvement effect is more obvious in non-resource-based cities, central cities and eastern cities. From the perspective of spatial dimension, the"Broadband China"strategy has policy spillover effect on neighboring cities or economically similar cities, and the policy spillover effect is larger than the direct effect. Therefore, the successful experience of the existing pilot projects to provide guidance for the national digital infrastructure construction should be summarized; The implementation of policies should pay more attention to inclusiveness, and it should combine regional characteristics to implement dynamic and differentiated strategies.Strengthen the coordination of digital infrastructure construction among cities and the exchange of green innovation activities,so as to provide conditions for the spillover of green innovation effects of policies.
