Theimpact of market-incentivized environmental regulation on energy welfare performance in China—Quasi-natural experimental evidence from China's carbon trading pilot policy

Abstract:The concept of energy welfare performance(EWP)is derived from ecological welfare performance,which aims to measure the combined economic and non-economic welfare outputs from energy consumption,and improving the level of EWP is one of the most important means to achieve sustainable development.The paper explores the effects of market-incentivized environmental regulation on China's EWP and examines its influence mechanism using panel data from 30 Chinese provinces between 2009 and 2019.It uses the carbon trading pilot policy(CTPP)adopted in China as a quasi-natural experiment,and the results show that the CTPP has a significant impact on EWP,and there is obvious regional heterogeneity in this impact on the east and center of the country,but not on the west.CTPP can have an impact on EWP through technological innovation and industrial structure upgrading with a significant lag of two years.Finally,based on the study's findings,several policy proposals are given for the development of a carbon trading market in the future and the enhancement of EWP.
