Will green fiscal policies improve carbon emission efficiency

Abstract:Taking the pilot project of"Comprehensive Demonstration Cities of Fiscal Policy on Energy Conservation and Emission Reduction"as a quasi natural experiment,this paper conducts an empirical analysis of the impact of the green fiscal policies on urban carbon emission efficiency through the staggered Difference-in-Difference model based on panel data from 282 prefecture-level cities in China from 2006 to 2019.The results show that the demonstration city policies can significantly promote urban carbon emission efficiency which still hold after parallel trend test,placebo test,and other robustness tests.The mechanism analysis shows that demonstration city policies improve urban carbon emission efficiency by enhancing urban technological innovation capabilities,optimizing urban industrial structure,and reducing urban fossil energy consumption.The heterogeneity analysis indicates that the demonstration city policies has significantly improved the carbon emission efficiency of central and western cities as well as resource-based cities.This study provides important empirical evidence and policy implications for further promoting the construction of green fiscal system and achieving a win-win situation for ecological environment protection and high-quality economic development in China.
