Abstract：The challenge of coal-based solid waste cannot be ignored in achieving the"dual-carbon"goal.Long-term stockpiles occupy land resources and pollute ecosystems,requiring high-value treatment and comprehensive utilization.Firstly,this paper details the sources and attributes of coal-based solid waste,emphasizing the necessity of taking positive actions under the"dual-carbon"target.A SWOT analysis is conducted to identify the internal and external factors affecting the high-value treatment of coal-based solid waste,providing a basis for developing an effective strategy.Subsequently,a comprehensive utilization path for coal-based solid waste is proposed to reduce environmental impacts by maximizing the use of resources.Finally,by putting forward suggestions and countermeasures such as technological innovation,policy support,and industrial cooperation,promote the sustainable development of coal-based solid waste treatment and comprehensive utilization under the"double carbon"goal.This study aims to provide a scientific basis for solutions to coal-based solid waste management challenges and facilitate the energy industry's transformation towards high-quality development.
