Abstract:The new generation of digital technologies represented by 5G communication and blockchain are reshaping the development pattern of the industrial industry, and at the same time, the concept of green development has become the consensus of economic development. Therefore, how environmental regulation and the digital economy affect the growth of the new generation of industrial economy deserves in-depth study. This paper uses the panel data of 31 provinces in China from 2009 to 2021 to empirically test the impact of environmental regulation policies and digital economy development on industrial economic growth. The empirical results show that environmental regulatory policies significantly inhibit industrial economic growth, while the digital economy represented by telecommunication technology promotes industrial economic growth, and environmental regulation has a negative moderating effect on the role of the digital economy in promoting industrial economic growth. In terms of policy formulation,we suggest that when formulating green industry policies, the negative effects of environmental regulations on economic growth should be fully considered, and"one size fits all"prohibitive policies should be avoided. In addition, the new generation of communications represented by telecom 5G technology should be further supported technological development and reconciling the growth effects of digital technology and the depressive effects of pollution control.
