Abstract：In our country the phenomenon of wasting coal resource with worsening of the ecological environment in mining areas has not been stopped nowadays because that there is mistake district in people's consciousness and some defects on law system and management is not powerful sufficiently.It is suggested that the system of evaluation of exploitation valuableness should be established,evaluating before mining instead of “ compensation after pollution ” ,do not mine the coal resource if it is not of exploitation valuableness.
