Abstract：On the bases of systematic summarizing the current development status of explosive materials' production and blasting services both in the international and in China, this article conducts an analysis on the problems and difficulty situations in depth when promoting the "One United Operation" , discusses and explores the key principles and goals of developing such service operation system under the current new circumstances in China and proposes related procedures and suggestions to actually boost the development of "One United Operation" based on pre-ground work of developing pilot operation for such service.
