Study on completeness evaluation index and method of China special emergency plan
Abstract：The emergency plan of our country has entered into an application period;an uncompleted special emergency plan may have deadly consequences,so it is necessary to evaluate the completeness of emergency plan.Completed emergency plan should cover the whole process of incident,occurrence,development and disappearance.Through the fishbone diagram analysis,we built the completeness evaluation index system of emergency plan,which contains six primary indexes,19 level 3 indexes and 60 level 3 indexes.And then we identified the index of at all levels and set up the evaluation model through the analytic hierarchy process.Finally,we evaluated the flood control emergency plan of a city according to the evaluation index and model,and put forward the improvement suggestions.
