Linear-weighted Bid Evaluation Method Based on Cask Principle

Abstract：Equipment procurement bidding project plan's success does not all depend on its advantages ,but rather de‐pends on whether all aspects of the project plan is guaranteed ,because the military pay more attention to the quality and pro‐ject schedule ,or rather ,the success of the procurement plan depends on the strength of its weaknesses ,that is the“cask principle” .It means the“short board” of a project plan should be long enough .Based on how to find the bidder's “short board” and to form a basis for short plate to bid evaluation method ,from the perspective of the most detrimental to the bid‐der ,and its disadvantage is highlighted to ensure the smooth completion of the bidding work of equipmen .This article also analyses equipment procurement project ,not only in theory but in practice ,try to reduce the risk of bidding procurement .
