Abstract：Operational command flow structure determines function and efficiency .It is primary content of operational com‐mand flow optimization .Entropy theory about informational efficiency and quality is a way to operational command flow optimiza‐tion .Serial and collateral way about operational command flow circulate are compared ,computer computing is used to make a conclu‐sion that efficiency and quality of operational command flow could not only depend on serial or collateral way .
