Practice and Exploration in Enhancing Emergency Service Capabilities of Township Health Centers Under the Mode of Provincial Hospitals Managing County-Level Medical Consortia

Abstract：With the advancement of the medical treatment alliance and consortia model,enhancing the emergency service capabilities of township health centers has become an important task in the current reform of the medical and healthcare system.This paper analyzes the practical experience of tertiary hospitals managing county-level medical consortia,discusses issues such as the current status of emergency departments in grassroots units,lack of emergency equipment,insufficient emergency drills,poor service capabilities,and low patient demand for healthcare,and proposes corresponding countermeasures to improve the emergency response capabilities of grassroots units.Furthermore,it constructs a four-level medical service system spanning provinces,cities,towns,and villages,aiming to provide a reference for enhancing the emergency service capabilities of township health centers.
