Evolutionary Characteristics and Optimization Strategies of China's Major Infectious Disease Prevention and Control Policies:Based on Policy Texts Since the Reform and Opening-Up

Abstract:Objective To sort out and summarize the evolution of China's major infectious disease prevention and control policies since the reform and opening-up,and to provide a reference for improving the policy system in this field.Methods Policies related to major infectious disease prevention and control in China were retrieved from official government data platforms and professional legal databases covering the period from December 1978 to December 2024.A three-dimensional"policy instrument-risk management process-time"analysis framework was constructed,and a quantitative content analysis was conducted using qualitative research methods.Results A total of 212 policy documents were included.In the policy instrument dimension,mixed-type instruments accounted for the largest proportion(63.68%),while closed-type instruments accounted for the smallest(2.63%).In the risk management process dimension,policy items were concentrated in the response and rescue phase(34.14%),with the surveillance and early warning phase being the least represented(14.25%).In the time dimension,the perfection phase had the highest proportion(63.56%),and the policy development phase the lowest(17.60%).Conclusion Future infectious disease prevention and control should adhere to the general principle of"prevention first,combining prevention and control,and category-specific management",optimize the structure of policy instruments,coordinate all stages of the risk management process,and establish a full-cycle,synergistic prevention and control mechanism.
