Construction of a Professional Competence Index System for Foreign-Related and Special Needs Medical Nursing Staff

Abstract:Objective To construct a competency index system for foreign-related and special-needs nursing personnel,providing an objective and quantifiable basis for the selection,training,and assessment of these nurses,thereby promoting the development of nursing education and the nursing discipline.Methods A combination of literature review,Delphi expert consultation,and analytic hierarchy process were employed to develop the competency index system for foreign-related and special-needs nursing personnel and to determine the weight of each index.Results The consistency of opinions among Delphi experts was good,with a positive coefficient of 100%in both rounds,an authority coefficient of 0.907,and Kendall's W coefficient ranging from 0.189 to 0.257.The final competency index system included 3 primary indicators,12 secondary indicators,and 38 tertiary indicators.Among the primary indicators,core competency(0.730 6)had the largest proportion.The top three secondary indicators were clinical nursing ability(0.266 1),professional development ability(0.160 4),and humanistic quality(0.126 3).The top three tertiary indicators were general medical nursing practice ability(0.110 6),emergency rescue ability(0.077 9),and sense of professional identity(0.073 2).Conclusion Foreign-related and special-needs nursing personnel must possess comprehensive abilities,including professional skills,language proficiency,and cultural understanding.While emphasizing comprehensive clinical professional skill development,it is crucial to highlight the cultivation of humanistic quality and interpersonal communication skills.When applying this index system,managers should consider the specific characteristics of different service populations,service objectives,and cultural environments for tailored implementation.
