Evaluation and Classification of Earthquake Prevention and Disaster Reduction Capacity in Central Urban Area of Megacities—A Case Study of Tianjin

Abstract:Based on the results of the First National Census for Natural Disaster Risk,on the basis of studying the evaluation index system of earthquake prevention and disaster reduction ability of different scholars at different scales,an evaluation indicator system suitable for the central urban area of megacities is proposed by using the comprehensive evaluation algorithm model of entropy weight-Topsis method,and the central urban area of Tianjin was taken as an example for application.The results show that the overall earthquake prevention and disaster reduction capacity is still weak.Only one area has reached a strong level,three areas at a weak level,and the remaining areas at a medium level.In areas with higher economic development,the earthquake disaster preparedness capacity is stronger,but the denser the wealth of personnel,the higher the risk of economic loss.There is also a phenomenon where"a few areas occupy most resources"in terms of earthquake disaster relief capacity.The proposed suggestions provide valuable references for enhancing earthquake disaster prevention and mitigation capabilities in central urban areas of megacities,ensuring rational resource allocation,and leveraging the guiding role of earthquake departments in disaster prevention and mitigation.
