Abstract:Objective Building an evaluation index system based on national standards for the primary care needs of the disabled is essential in the context of medical care and aged care integration. This will serve as a guide for raising care training requirements and enhancing the caliber of services. Methods A pool of care-need indicators for functionally disabled individuals was generated through literature review and field interviews.Participants were stratified according to the Longshi Activities of Daily Living Assessment Method Based on the classification and questionnaire survey results, primary care indicators were preliminarily formulated. The graded evaluation index system for primary care needs was finalized through two rounds of expert consultation using the Delphi method. Results The response rate in both rounds of expert consultation was 100%.The expert authority coefficient was 0.892.The Kendall's coefficient of concordance(W)for expert opinions on the first-and second-level indicators was 0.317 and 0.231,respectively(P<0.001).Ultimately,a primary care needs evaluation index system with six first-level indications and twelve second-level indicators was developed that could be applied to three types of impaired people, including"Bedridden Group","Domestic Group"and"Community Group".Conclusion High reliability and scientific validity were shown by the disability grading-based primary care needs evaluation index system that was created in accordance with the Longshi Scale. It was an evidence-based resource for setting training requirements and assessing the caliber of disability care services.
